Keynote Speaker

Colonel Mike Mullane was born in Wichita Falls, Texas but spent much of his youth in Albuquerque, New Mexico, where he currently resides. Upon his graduation from West Point in 1967, Colonel Mullane was commissioned in the United States Air Force. As a Weapon Systems Operator aboard RF-4C Phantom aircraft, Mike Mullane completed 134 combat missions in Vietnam. He holds a Master of Science Degree in Aeronautical Engineering from the Air Force Institute of Technology and is also a graduate of the Air Force Flight Test Engineer School.

Mike Mullane was selected as a Mission Specialist in 1978 in the first group of Space Shuttle Astronauts. He completed three space missions and logged 356 hours in space aboard the Shuttles Discovery and Atlantis before retiring from NASA and the Air Force in 1990.Colonel Mullane has been inducted into the International Space Hall of Fame and is the recipient of many awards, including the Air Force Distinguished Flying Cross, Legion of Merit and the NASA Space Flight Medal.

Since his retirement from NASA, Colonel Mike Mullane has written an award-winning children’s book, Liftoff! An Astronaut’s Dream, and a popular space-fact book, Do Your Ears Pop In Space? His memoir, Riding Rockets: The Outrageous Tales of a Space Shuttle Astronaut, has been reviewed in the New York Times and on The Daily Show with Jon Stewart. It has also been featured on Barnes and Noble’s “2010 recommended summer reading list.”

Colonel Mullane has established himself as an acclaimed professional speaker on the topics of teamwork, leadership and safety. He continues to educate, entertain, inspire and thrill tens of thousands of people from every walk of business and government with his incredibly unique programs.

John Mancuso, Founder, Authentic Communication

John Mancuso consults with a diverse set of industries, including public and non-profit agencies. Recently, he served as Director of Curriculum and Professional Development for the 47, 000 employees of the New York City Transit Authority (MTA). He customized curricula in areas such as leadership, communication, conflict resolution and team building. Additionally, he wrote and conducted a three-day leadership series as a succession plan for the exodus of retirement-eligible employees. Before Transit, John was a consultant for Cengage Learning, where he facilitated peer-to-peer professional development and served as keynote speaker at post-secondary institutions and national conferences. He also spent approximately ten years as the Department Chair of Liberal Arts and Sciences at the Art Institute of New York City, where he oversaw the creation of two Associate and Bachelor-level academic programs. John splits his time between Manhattan and the Catskill Mountains in Upstate New York.

PERMA’s Risk Management Department has recently added a variety of new proactive safety services to enhance our current program. Featuring speakers from our Partners, this session will provide an overview of these innovative offerings with a focus on benefits and participation for PERMA Members.

Christian Summers, PERMA Director of Risk Management

Mr. Summers has been with PERMA for 4 years. Christian came to PERMA with 5 years of insurance experience working at the Retail Council of NYS and Liberty Mutual. He holds a Bachelors from the College of Saint Rose and is a certified OSHA General Industry Safety Professional and is a licensed New York State Property and Casualty Broker.

Pete Frisoni, PERMA Public Safety Risk Management Specialist

Pete joined PERMA in October 2019 after a 31-year law enforcement career in which he ascended to the rank of detective captain with the Schenectady Police Department and then became chief of the Scotia Police Department, where he served for 8 years until his retirement. During his tenure, Pete served on the board of the New York State Association of Chiefs of Police, as president of the Northeastern Chiefs of Police Conference, and as vice president of the Zone 5 Law Enforcement Training Academy. He has a bachelor’s degree in broadcasting from Buffalo State College and a Master of Public Administration degree from Marist College.

Sarah O’Brien, PERMA Senior Risk Management Consultant

Mrs. O’Brien has been with PERMA for 7 years. She holds a B.S. in Biology and Master of Public Health, Social Behavior and Community Health. Sarah is a Licensed Independent Adjuster, certified as an OSHA Authorized General Industry Trainer and certified in Office Ergonomics.

He conducts risk financing program reviews for a wide range of clients to identify risk exposures, evaluate existing insurance coverages, and explore possible alternative risk financing approaches. He conducts captive and self-insurance feasibility studiesandperforms captive strategic planningexercises. His clients include large corporations, healthcare systems,public agencies, not-for-profit organizations and captive insurance companies.

John has served as a contributing author to Captive Insurance Company Reports. He authored the Captive Insurance Company Glossaryand is a past Editor of the Captive Insurance Company Directory.

Prior to joining Willis Towers Watson, he worked in the claim unit of underwriting manager Shand, Morahan & Co., Inc.

Human Performance Under Stress

Use of force incidents can involve complicated and dynamic aspects of human performance factors. Civilian municipal employees and elected officials should understand the realities of human performance under stress and why people, not just police officers, may unconsciously react a certain way. Videos related to law enforcement interactions frequently become viral internet sensations and national news. Use of force may be legally reasonable, but the way it is perceived by those in the media and public, who are not aware of the complicated dynamics involved, may draw improper conclusions. The application of hindsight bias may exacerbate this problem. Video of actual incidents will be used to illustrate the issues involved.

Mike Ranalli, Program Manager II, Lexipol

Michael D. Ranalli, JD, retired as Chief of the Glenville, New York, Police Department after having served in that capacity from June 2006 until June 2016. Chief Ranalli began his career in 1984 with the Colonie, New York, Police Department and held the ranks of patrol officer, sergeant, detective sergeant and lieutenant. He was also a member of the Colonie Special Services Team (tactical team) for 12 years, the last two serving as the tactical commander. In May 2016 he was appointed Program Manager II for Lexipol, LLC.

Chief Ranalli is a frequent presenter and author on various legal issues including search and seizure, use of force, legal aspects of interrogations and confessions, wrongful convictions, supervision and leadership and civil liability. He is author of Search and Seizure Law of NYS: Street Encounters 3rd Edition, published by Looseleaf Law Publications, Inc. He is also the editor of Civil Liabilities of New York State Law Enforcement Officers, 4th Edition, by the same publisher. He is a consultant/instructor on police legal issues to the New York State Division of Criminal Justice Services and has taught officers around New York State for the last fifteen years in that capacity.

Chief Ranalli is a past president of the New York State Association of Chiefs of Police (NYSACOP) and writes the Counsel’s Corner column for the NYSACOP periodical The Chiefs Chronicle. He is a member of the IACP Professional Standards, Image & Ethics Committee, and the former Chairman of the New York State Police Law Enforcement Accreditation Council. He is also a graduate of the 2009 F.B.I.-Mid-Atlantic Law Enforcement Executive Development Seminar and is a Certified Force Science Specialist.

He holds a bachelor’s degree in criminal justice from the State University of New York, Utica/Rome and a Juris Doctorate from Albany Law School. He is admitted to the New York State Bar and the Federal Bar (Northern District of New York).

Driving Laws: NYS Legalized Recreational Marijuana vs. Federal Law

As legalization continues across the nation, this session will discuss municipal operators, federal and state legal guidance as well as municipal considerations for employment processing and their legal rights. An overview of case studies will be discussed specifically around driving laws, enforcement, and New York's plan for driving.

Derek S. Andrews Esq., Senior Attorney, Nave Law Firm

Derek S. Andrews is a Senior Attorney with the Nave Law Firm—a team of attorneys and staff who focus primarily on impaired driving and criminal defense matters throughout the State of New York. As the lead attorney for the firm’s Capital District region office and the firm’s trial attorney, Derek is responsible for crafting unique defense strategies for his office’s clients in and out of the courtroom. In the community, Derek is an elected board member of the New York State Association for Criminal Defense Lawyers (NYSACDL), an organization that is responsible for supporting the efforts of criminal defense attorneys throughout the entire state. He also serves as a member of NYSACDL’s Legislative Committee by reviewing proposed criminal procedure and penal laws in the New York Senate and Assembly and then advocating for or against the passage of those laws.

This session will introduce how Leadership skills, the importance of Accountability, continuous need for Knowledge and changing fundamental attitudes or behaviors of Culture can promote the overall improvement of your organizational skill set. An overview will be provided of safety initiatives to enhance personal and organizational accountability through levels of service, development of improvement action plans, exploring current characteristics of departments and determining what is needed to bring a higher commitment to safety. Additionally, this presentation will outline the necessity for an organizational system to ensure training and standards are at a professional level in terms of safety, competency and responsibility.

Shawn Brimhall, Fire Protection Specialist and Lead State Advocate for the National Fallen

Shawn is a 38-year member of the fire service; he is employed by the Office of Fire Prevention and Control as a Fire Protection Specialist in the Fire Training and Education Branch covering 3 counties in the Capital District. He is a Past Chief and Past Commissioner of the West Crescent Fire District in Saratoga County where he is currently serving as Assistant Chief. He serves as the Lead State Advocate for the National Fallen Firefighters Foundation Everyone Goes Home program and serves as the Coordinator of the Local Assistance State Team, which responds to Firefighter Line of Duty Deaths.
